Executive Leadership

Joshua Williams. Psy.D.
Founder/President

Dr. Williams earned a Psy.D. from Azusa Pacific University, specializing in Family Psychology. As a child, his grandfather was diagnosed with dementia which fostered an early interest in neurocognitive disorders and geropsychology. Driven by a passion for helping others, he pursued a career in psychology to serve individuals in underserved communities facing mental health challenges. Dr. Williams completed an internship and postdoctoral fellowship at Tarzana Treatment Centers, and then founded Pacific Coast Psychology Group, Inc. in 2015. He has provided clinical services at several of the company’s partner facilities.

In addition to his clinical work, he has a strong interest in education. He has served as an adjunct professor at California Lutheran University, presented his research at the American Psychological Association’s national conference, and traveled to Mexico, Kenya, Ethiopia, and Papua New Guinea to provide education and humanitarian aid. Dr. Williams continues to serve as the President of Pacific Coast Psychology Group, Inc.

Shauna Papenbrook, Ph.D.
Vice President of Clinical Operations

Dr. Papenbrook earned a Ph.D. in Clinical Forensic Psychology from Alliant International University and a Bachelor of Science in Psychology from California Lutheran University. She specializes in forensic psychology, SPMI, geriatrics, and complex medical-psychiatric issues. With extensive experience in government systems, state-operated forensic services, and psychiatric hospitals, Shauna has also testified as an expert witness in Supreme Courts of Appeals across several states. Her research has been presented internationally at Oxford University, in Toronto, and in New Zealand.

Currently, Dr. Papenbrook serves as Vice President of Clinical Operations and Registered Psychological Associate Supervisor, where she continues to advance clinical services and mentor future professionals.

Andrea Clark, Ph.D.
Director of Clinical Operations

Dr. Clark earned her Ph.D. in Clinical Psychology from Alliant International University and completed clinical training at Pacific University’s community clinics, working with individuals of all ages. She also completed a postdoctoral internship at the Wright Institute’s School-Based Collaboration Program, providing therapy to middle school students and consulting with faculty. With over five years of experience at Contra Costa County’s Older Adult Mental Health, Dr. Clark specialized in therapy for clients aged 55 and older with depression, anxiety, and trauma.

Currently, Dr. Clark serves as the Director of Clinical Operations at Pacific Coast Psychology, overseeing clinical services and maintaining high standards of care, while continuing to provide compassionate, evidence-based therapy to individuals.

Patricia Sikkeland, Psy.D.
Clinical Services Manager

Dr. Sikkeland earned her Psy.D. in Clinical Forensic Psychology from the Chicago School of Professional Psychology and has extensive experience in clinical and forensic psychology. She has worked with children, teens, adults, and vulnerable populations such as the unhoused and incarcerated, addressing a range of issues including anxiety, depression, schizophrenia, and psychopathy. Dr. Sikkeland utilizes cognitive-behavioral and insight-oriented techniques in therapy.

Her background in law enforcement has shaped her approach to mental health, with a focus on collaborating with clients to set goals and pace therapy. At Pacific Coast Psychology, she has expanded her role to mentoring a team of psychologists as a Supervisory Psychologist.

Jose-Antonio Aguilar, Psy.D.
Clinical Services Manager

Dr. Aguilar earned his Psy.D. in Clinical Psychology from Ryokan College and began his career with non-profit organizations focused on underserved populations. He has been involved in innovative initiatives in LA County to address homelessness and is an advocate for the unhoused community. With a commitment to accessible mental health care, he specializes in treating individuals with complex trauma, grief, and substance use. Jose-Antonio is trained in EMDR, Trauma-Informed Care, and Harm Reduction, and has presented at local, national, and international conferences.

Currently, he serves as a Supervisory Psychologist at Pacific Coast Psychology, where he mentors a team of clinicians in addition to providing mental health services to his beloved patients.

Rhiannon Rabine, Psy.D.
Clinical Services Manager

Dr. Rabine earned her Psy.D. in Clinical Psychology from the California School of Professional Psychology at Alliant International University. She completed her predoctoral training at Kern Behavioral Health and Recovery Services in Bakersfield, CA, and her postdoctoral fellowship at The HOPE Program in Stockton, CA, and Olympia House Rehab in Petaluma, CA. Specializing in dual diagnosis, Dr. Rabine focuses on treating individuals with both mental health and addiction/substance abuse disorders. She became a psychologist to serve vulnerable populations and believes in the potential for recovery in all individuals when provided the right therapeutic support.

Dr. Rabine has also taken on the role of Supervisory Psychologist, mentoring a group of clinicians while continuing to provide clinical services to her patients.

Elyse Mostero, MSW
Business Development Manager

Elyse earned her Bachelor's degree in Psychology from Marymount California University. She previously served as a Social Services Director in skilled nursing facilities where Pacific Coast Psychology provided services. Through this experience, she developed a deep understanding and appreciation for the critical role mental health support plays in the lives of residents. Elyse is passionate about building meaningful connections between our psychologists and both new and existing facilities.

Since joining Pacific Coast Psychology, Elyse has taken on the role of Business Development Manager, where she actively connects with new facilities and residents, while maintaining strong relationships with current partner facilities.

Megan Leong, MSW
Executive Clinical Services Manager

Megan earned her Master’s in Social Work from George Fox University and a Bachelor of Arts in Psychology from California Lutheran University. She first joined Pacific Coast Psychology as an intern during her undergraduate studies, where she developed a passion for working with older adults  facing significant mental health challenges. As a social worker, Megan specialized in empowering clients experiencing Severe and Persistent Mental Illness (SPMI). She provided Solution-Focused Brief Therapy, emotional support, advocacy, and focused on fostering self-empowerment in her clients to help them improve their quality of life and achieve personal growth.

Megan has rejoined Pacific Coast Psychology as the Executive Clinical Services Manager where she focuses on overseeing Quality Assurance, managing day-to-day operational needs, and refining the company’s procedural systems.

Kim Do
Billing Manager

Kim is a seasoned Revenue Cycle Specialist with over 20 years of experience in healthcare. She has worked across various settings including Skilled Nursing Facilities, Senior Living, Memory Care, Hospice, Palliative Care, and Private Practices—often with a focus on mental health to give back to the community.

At Pacific Coast Psychology, Kim oversees insurance credentialing, contracting, billing, and collections. She supports internal teams to ensure quality care and continuity for patients, provides guidance for SNF management, and helps foster a positive, collaborative workplace. Kim also plays a key role in projects aimed at improving company growth, efficiency, and billing processes.

Kat Fanguyen
Billing Department

Kat served as a Collections Analyst at a global litigation law firm, working with attorneys and high-profile clients across the U.S., Europe, Asia, and Australia. She also has experience managing clinical and forensic neuropsychology cases—handling everything from billing and IMEs to depositions and collections. These roles have equipped her with a strong foundation in analytics, finance, and operational support.

Now at Pacific Coast Psychology, Kat serves as a Revenue Cycle Analyst, supporting the organization’s financial and administrative operations. Her responsibilities include insurance verifications, private pay billing, collections, report analytics, medical records management, and project coordination. Kat’s diverse experience and skill set make her a valuable asset to the team.
